1- Contexte scientifique et objectifs du projet

Au stade actuel de son expansion, l’internet représente un « laboratoire institutionnel » de la gouvernance mondiale. C’est apparu avec évidence dans les débats qui se sont déroulés à l’occasion du Sommet Mondial sur la Société de l’Information et qui sont loin d’être clos. Les Nations-Unies comme l’Union européenne sollicitent désormais clairement le monde de la recherche pour pouvoir assumer la complexité de la gouvernance de l’internet.

Dans le même temps, la recherche académique affronte les mêmes défis de complexité et d’incertitude, entre exigences de pluridisciplinarité et confrontation des savoirs experts et profanes. Le premier objectif du projet Vox Internet II est de mettre en lumière trois sources de normativité contemporaine : l’architecture technique de l’internet, la réalité des pratiques sociales en réseau et les évolutions des cadres juridiques de ce qu’on nomme la « société de l’information ».

Trois questions principales seront traitées dans le programme Vox Internet 2006-2009 :

- de quels cadres de référence dispose-t-on pour comprendre les processus de normalisation et d’appropriation des TIC ?
- les développements technologiques en cours (internet des objets et convergence numérique) sont-ils susceptibles d’infléchir les conceptions actuelles d’une gouvernance démocratique de l’internet ?
- sur quels principes généraux pourrait-on fonder l’amélioration des instruments existants ou la création de nouveaux instruments de gouvernance ?

La littérature scientifique sur le sujet « gouvernance de l’internet » est massivement d’origine nord-américaine. Des chercheurs français et européens y travaillent depuis plusieurs années, mais sans véritable coordination ni réelle visibilité nationale et internationale. Le projet Vox Internet a engagé en 2004-2005 un premier effort de coopération scientifique, délibérément multidisciplinaire, multi-acteurs et ciblé vers l’Europe. Il a publié fin 2005 un rapport « Gouvernance de l’internet : l’état de fait et l’état de droit » (co-édition FMSH / ENS-LSH), dont l’accueil a constitué un encouragement à poursuivre et consolider les travaux engagés.

2 - Description du projet, méthodologie

La démarche Vox Internet, telle qu’exprimée par son premier comité de pilotage, le choix des intervenants et l’audience du premier séminaire, associe recherche et médiation de la recherche. Le programme de travail 2006-2008 poursuit dans la même voie :

- le recours à la pluridisciplinarité (au sein des SHS ; entre SHS et STIC) ;
- le multipartenariat (entre chercheurs, experts publics et privés, associations spécialisées) ;
- la dimension francophone et européenne (pour constituer une masse critique de résultats de recherche en regard des productions scientifiques nord-américaines sur le sujet et contextualiser la relation de la recherche à la décision publique).

2-1 Les séminaires Vox Internet II

Quatre séminaires en ligne seront engagés en parallèle, avec appels à communication, sur les sujets suivants :

- Histoire et imaginaires des techniques de communication.
- L’internet des objets : communication et identités.
- Pratiques globales, gouvernances locales et subjectivités.
- Les relations internationales à l’épreuve de l’internet : un laboratoire de la gouvernance mondiale ?

D’autres rencontres seront organisées pour éclairer en groupe restreint des aspects spécifiques des thématiques abordées. Un colloque international de restitution et d’exploitation des résultats sera organisé à mi-parcours et un autre au terme du programme.

2-2 Le portail www.voxinternet.org

Ouvert en juillet 2005, il constitue l’ossature du travail de production, d’échanges, de dissémination et d’archivage des connaissances relatives à la problématique du projet. Il sera parallèlement le terrain d’une expérimentation sur les pratiques de communication dans une communauté de savoirs en émergence.

3 - Résultats attendus

Le projet Vox Internet II produira des résultats théoriques et empiriques sur la problématique générale et les thématiques du programme 2006-2009 :

- publications et communications scientifiques ;
- constitution d’un corpus d’archives ouvertes ;
- identification des « bonnes pratiques » pour la communication scientifique en réseau ;
- contribution à la création d’un pôle de réflexivité européen sur la gouvernance de l’internet.

Au terme du présent programme, le portail www.voxinternet.org pourrait se transformer en un laboratoire virtuel européen disposant des moyens de sa pérennisation.

Abstract

1 - Vox Internet Project II, Context and Objectives

At the current stage of its expansion, Internet represents an “institutional laboratory†for global governance issues. It became obvious in the UN-WSIS debates and followings. Both UN and EU are explicitly calling for researchers’involvement in helping to manage Internet Governance complexity.

In the same time, academic research is challenged by that same complexity and uncertainty, with the calls for multidisciplinarity and the confrontation to the non academic production of knowledge. The main objective of the Vox Internet Project II is to enlighten the three-fold sources of contemporary normativity : the technical architecture of Internet, the social practices of networking and the transformation of the legal frames in the so-called “information society†. Three main topics will be studied in the 2006-2009 Vox Internet Program :

- Which frames of reference are required to understand ICT normalization and appropriation ?
- Will the expected design of democratical internet governance be transformed by the technological developments of the Internet of Things and the Digital Convergence ?
- Which principles could be set up in order to improve the tools and places of regulation in the Information Society - or to imagine new solutions ?

The scientific literature on the subject is massively North-American driven. Though some French and other European or French-speaking researchers have been working on these topics for several years, they lack coordination and visibility. Launched in September 2004, the Vox Internet Project is trying to organize iterative circles of research around these topics. The first Report (Internet Governance : Common Facts and Rights) was published online and offline and was welcome both by scholars and officials.

2 - Vox Internet Project II, Description and Method

The first research team and seminar audience were deliberately multidisciplinary (within SHS ; between SHS and ICT science), multiplayers (researchers, experts from the public and private sectors, specialized associations) and European targeted (to make up a critical mass of research results and to contextualize the relationship between research and public policy).

THE VOX INTERNET II SEMINARS 2006-2008

Based on the orientations opened up by the 2005 report, four online seminars will be held in parallel, whose research calls are on the following subjects :

- The history and conceptions of communication techniques.
- The Internet of Things : Communication and Identities.
- Global Practices, Local Governances and Subjectivities.
- International relations challenged by Internet : a laboratory of world governance ?

A series of workshops will be organized in order to elucidate some aspects of the general issues, whether most controversial, exemplifying, or topical. An international colloquium will be held at mid-term and at the end of the program in order to lay out and make use of the results.

THE VOX INTERNET PORTAL

The web-site www.voxinternet.org was launched in July 2005 for publishing the first Vox Internet Report. It aims to become a useful tool for asynchronous collaborative work, attracting members of the network to be built. Jointly with the theoretical works, an experimental method will be applied in the 2006-2008 program. A large place will be given to a network implementation of the project. The web portal will be a support for production, exchanges, dissemination and storage of knowledge related to the main scope of the Vox Internet project. At the same time it will be the field of a reflexive study for the development of a new research apparatus : an open research platform in social sciences.

3 - Expected Results

The Vox Internet Project II will give theoretical and empirical contributions. At the end of the 2006-2009 Program, we’ll deliver :

- scientific publications and communications on the main scope of the project and the 4 themes of the current program ;
- an “open archives†corpus, as a state of the art in social sciences researchs on Information Society and Internet Governance issues and their relationship with other sciences ;
- an identification of “best practices†in networked research ;
- a first contribution to the progressive building of a European pole of reflexivity supporting the decision-making process of Internet Governance. At the end of the program, the web portal could gave birth to a European virtual Lab able to support following works.
